SEC. IIM-9 is the most strategically significant technological discovery in Terran history.
Interstitial Matter Type-9 is an exotic substance existing in a non-baryonic, resonance-stable phase-state of spacetime fabric. It enables all current Commonwealth FTL travel, null-field generation, megastructure stabilization, and advanced weapon systems. It can only be harvested from extreme gravitational environments — specifically, binary systems containing both a neutron star and a black hole.
Currently, only two operational IM-9 siphon facilities exist in the galaxy: Myrral and Kordahl. The loss of either would cripple Commonwealth FTL capabilities within months. The loss of both would constitute an extinction-level event for Terran interstellar civilization.

Kordahl survived Project Halo (2193 CE) and spent her final years documenting why research into unknown physical substrates without ethical architecture was civilizationally dangerous. Her final work, The Boundary Ethic, laid out principles for approaching exotic matter responsibly — prioritizing containment, transparency, and restraint.
When the Standing Wave Lab team encountered IM-9 in 2638 CE, The Boundary Ethic was among the first texts their oversight committee cited. The first operational siphon was deliberately named in her honor.

Following discovery, Terrans faced a critical paradox: they needed IM-9 to build the containment and manipulation technologies required for industrial-scale siphons, but had no way to harvest it in meaningful quantities.
